The first year should not be aimed at creating a complex platform, but at launching a minimal workflow.

In the first two months, you need to form an initiative group, identify a coordinator, prepare a short concept, hold conversations with laboratory leaders, and collect a list of potential use cases.

During the third-fourth month, you need to prepare a draft consortium agreement or memorandum, describe the roles of participants, create an initial catalog of digital services, and identify 2–3 demonstrators.

During the fifth-sixth month, you need to prepare access regulations, a minimal FAIR policy, README, DMP, and workflow descriptions.

In the second half of the year, you need to launch the first demonstrators, publish 1–2 datasets in DataverseUA with DOI, prepare a public digital DI page, describe the results for RIFF / Roadmap, and form a development plan for the next year.

The expected result of the first year should be very specific: not just “a consortium has been created”, but “the first digital services are working, there are demonstrators, there is a dataset with DOI, there are access regulations, there is a catalog of services, and there are groups that are ready to develop it further”.
